{"id":5014,"date":"2020-05-12T13:32:12","date_gmt":"2020-05-12T17:32:12","guid":{"rendered":"https:\/\/amyotgelinas.com\/government-assistance-reference-document\/"},"modified":"2026-02-13T17:01:10","modified_gmt":"2026-02-13T22:01:10","slug":"government-assistance-reference-document","status":"publish","type":"post","link":"https:\/\/amyotgelinas.com\/en\/government-assistance-reference-document\/","title":{"rendered":"Government assistance reference document"},"content":{"rendered":"\n<p>Link to all federal programs <a href=\"https:\/\/www.canada.ca\/fr\/ministere-finances\/plan-intervention-economique.html#entreprises\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">here<\/a>.<\/p>\n\n<h1 class=\"wp-block-heading\">Payroll program<\/h1>\n\n<h2 class=\"wp-block-heading\">Canada Emergency Wage Subsidy<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Enables you to receive a subsidy of 75% of payroll between March 15 and June 6.<\/li>\n<li>The company must justify the request by a drop in revenue according to the following criteria:<ul>\n<li>15% in March;<\/li>\n<\/ul><\/li>\n<li><a href=\"https:\/\/www.canada.ca\/fr\/agence-revenu\/services\/subvention\/subvention-salariale-urgence\/ssuc-qui-employeur-admissible.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">To apply and see other application conditions<\/a>.<\/li>\n<li>According to the new CRA requirements, you must calculate the temporary 10% grant (see next point) and enter the amount on line F.<\/li>\n<li>After calculating the eligible amount, you must apply via My Business Account or a web form.<\/li>\n<li>Here is a <a href=\"https:\/\/www.canada.ca\/fr\/agence-revenu\/services\/subvention\/subvention-salariale-urgence\/ssuc-comment-demande.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">link<\/a> to the web form to apply for the wage subsidy. You must select <strong>option 3 <\/strong>: <ul>\n<li>You will first need to click on &#8220;Receive a web access code&#8221; and complete the requirements, including providing the amount on line 22 of summary Q4 2018.<\/li>\n<\/ul><\/li>\n<li>For more details, see <a href=\"https:\/\/www.canada.ca\/fr\/agence-revenu\/services\/subvention\/subvention-salariale-urgence\/ssuc-foire-aux-questions.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">the CRA&#8217;s Frequently Asked Questions<\/a> or the Power Point presentation on the Reporter.<\/li>\n<li><a href=\"https:\/\/www.cpacanada.ca\/fr\/ressources-en-comptabilite-et-en-affaires\/fiscalite\/blogue\/2020\/avril\/ssuc-nouvelles-precisions\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Interpretation document from CPA Canada<\/a> that provides further guidance on eligibility and calculation methods.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Temporary 10% wage subsidy for employers<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Enables you to receive a subsidy corresponding to 10% of the remuneration paid between March 18 and June 19.<\/li>\n<li>Almost all companies are eligible, including NPOs. The condition is that you must be eligible for the ECD, i.e. have taxable capital of less than $15 million. <\/li>\n<li>Can be based on the salary paid, i.e., the salaries included in the interval.<\/li>\n<li>The grant can be claimed against the DAS or via a form that will be available later this year.<\/li>\n<li><a href=\"https:\/\/www.canada.ca\/fr\/agence-revenu\/campagnes\/mise-a-jour-covid-19\/foire-aux-questions-subvention-salariale-temporaire-petites-entreprises.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">For more details, visit the ARC website.<\/a><\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Shared work program<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Allows employee compensation to be shared between the employer and Service Canada following a tripartite agreement, with employees agreeing to reduce the hours they work in order to be paid on EI during this time.<\/li>\n<li>More flexible eligibility requirements due to COVID-19.<\/li>\n<li>Program duration extended to 76 weeks.<\/li>\n<li><a href=\"https:\/\/www.canada.ca\/fr\/emploi-developpement-social\/services\/travail-partage.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Visit the Employment and Social Development Canada web page for more details.<\/a><\/li>\n<\/ul>\n\n<p><strong> <\/strong><\/p>\n\n<h1 class=\"wp-block-heading\">Measures to promote access to credit<\/h1>\n\n<h2 class=\"wp-block-heading\">Emergency account for Canadian businesses<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Eligibility requirements :<ul>\n<li>Q4 Summary 2019 payroll between $20,000 and $1.5 million;<\/li>\n<\/ul><\/li>\n<li>Interest-free loan and repayment of 75% of the principal before December 31, 2022 will result in write-off of the remaining 25% (grant).<\/li>\n<li>Must cover fixed costs during the crisis.<\/li>\n<li>The application must be made online to the financial institution where the company has its current account on March<sup>1,<\/sup> 2020.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Emergency assistance for small and medium-sized businesses (Government of Quebec)<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Maximum loan of $50,000.<\/li>\n<li>Administered by the MRCs, applications must therefore be made directly to the MRCs or to the organizations responsible for economic development on behalf of the MRCs.<\/li>\n<li>Interest rate 3%, 3-month moratorium, 36-month amortization.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Temporary concerted action program for businesses (PACTE)<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Loan guarantee from Investissement Qu\u00e9bec for 70% of the amount requested.<\/li>\n<li>Intervention of $50,000 from IQ, for minimum loans of $71,500.<\/li>\n<li>The request must come from the financial institution&#8217;s account manager.<\/li>\n<li>The company must have been in operation for at least 2 years.<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Loan guarantee for small and medium-sized businesses<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>BDC and EDC will provide guarantees for up to 80% of the new operating loans.<\/li>\n<li>The remaining 20% will be paid by the financial institution, and this is where applications should be made.<\/li>\n<li>The maximum loan size depends on the company&#8217;s sales.<\/li>\n<\/ul>\n\n<h1 class=\"wp-block-heading\">Measure affecting commercial rent<\/h1>\n\n<h2 class=\"wp-block-heading\">Canada&#8217;s emergency assistance for commercial rent (not yet in effect)<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Reduces the tenant&#8217;s rent by 75% for the months of April, May and June.<\/li>\n<li>The governments of Canada and Quebec will pay 50% of the rent, and the lessor 25%.<\/li>\n<li>An agreement MUST be reached between the lessor and the lessee.<\/li>\n<li>The tenant company must demonstrate a 70% drop in revenues.<\/li>\n<li>For more details, visit the <a href=\"https:\/\/www.cmhc-schl.gc.ca\/fr\/finance-and-investing\/covid19-cecra-small-business\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">CMHC<\/a> website.<\/li>\n<li>It is not yet possible to apply.<\/li>\n<li>We&#8217;ll have more details on the dependencies in the next few days.<\/li>\n<\/ul>\n\n<h1 class=\"wp-block-heading\">Measure involving subsidies for employee training<\/h1>\n\n<h2 class=\"wp-block-heading\">Concerted Action for Job Retention Program (PACME)<\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Reimburses up to 100% of training expenses.<\/li>\n<li>Available until September 30, 2020.<\/li>\n<li>Several eligible components, including Human Resources Management.<\/li>\n<li><a href=\"https:\/\/www.quebec.ca\/entreprises-et-travailleurs-autonomes\/programme-actions-concertees-pour-le-maintien-en-emploi-pacme-covid-19\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Program website.<\/a><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Link to all federal programs here.
