Payroll program
Canada Emergency Wage Subsidy
- Enables you to receive a subsidy of 75% of payroll between March 15 and June 6.
- The company must justify the request by a drop in revenue according to the following criteria:
- 15% in March;
- To apply and see other application conditions.
- According to the new CRA requirements, you must calculate the temporary 10% grant (see next point) and enter the amount on line F.
- After calculating the eligible amount, you must apply via My Business Account or a web form.

- You will first need to click on “Receive a web access code” and complete the requirements, including providing the amount on line 22 of summary Q4 2018.

Temporary 10% wage subsidy for employers
- Enables you to receive a subsidy corresponding to 10% of the remuneration paid between March 18 and June 19.
- Almost all companies are eligible, including NPOs. The condition is that you must be eligible for the ECD, i.e. have taxable capital of less than $15 million.
- Can be based on the salary paid, i.e., the salaries included in the interval.
- The grant can be claimed against the DAS or via a form that will be available later this year.

Shared work program
- Allows employee compensation to be shared between the employer and Service Canada following a tripartite agreement, with employees agreeing to reduce the hours they work in order to be paid on EI during this time.
- More flexible eligibility requirements due to COVID-19.
- Program duration extended to 76 weeks.

Measures to promote access to credit
Emergency account for Canadian businesses
- Eligibility requirements :
- Q4 Summary 2019 payroll between $20,000 and $1.5 million;
- Interest-free loan and repayment of 75% of the principal before December 31, 2022 will result in write-off of the remaining 25% (grant).
- Must cover fixed costs during the crisis.
- The application must be made online to the financial institution where the company has its current account on March1, 2020.
Emergency assistance for small and medium-sized businesses (Government of Quebec)
- Maximum loan of $50,000.
- Administered by the MRCs, applications must therefore be made directly to the MRCs or to the organizations responsible for economic development on behalf of the MRCs.
- Interest rate 3%, 3-month moratorium, 36-month amortization.
Temporary concerted action program for businesses (PACTE)
- Loan guarantee from Investissement Québec for 70% of the amount requested.
- Intervention of $50,000 from IQ, for minimum loans of $71,500.
- The request must come from the financial institution’s account manager.
- The company must have been in operation for at least 2 years.
Loan guarantee for small and medium-sized businesses
- BDC and EDC will provide guarantees for up to 80% of the new operating loans.
- The remaining 20% will be paid by the financial institution, and this is where applications should be made.
- The maximum loan size depends on the company’s sales.
Measure affecting commercial rent
Canada’s emergency assistance for commercial rent (not yet in effect)
- Reduces the tenant’s rent by 75% for the months of April, May and June.
- The governments of Canada and Quebec will pay 50% of the rent, and the lessor 25%.
- An agreement MUST be reached between the lessor and the lessee.
- The tenant company must demonstrate a 70% drop in revenues.

Concerted Action for Job Retention Program (PACME)
- Reimburses up to 100% of training expenses.
- Available until September 30, 2020.
- Several eligible components, including Human Resources Management.
