The 2023-2024 Quebec budget, presented by the Quebec Minister of Finance on March 21, 2023, announced an increase in the specific duty on new tires, to support funding for the Quebec scrap tire management program administered by RECYC-QUÉBEC.
Since the introduction of this program on October1, 1999, the specific duty on new tires had remained at its historical level of $3 per tire, and only applied to new tires with a rim diameter equal to or less than 62.23 cm (24.5 inches).
Increase in “minimum” duty
The 2023-2024 budget has remedied this situation, by providing for an increase in the “minimum” duty, on the one hand, and a variation in the said duty depending on the overall diameter of the new tire, on the other. Here is a summary of the duties that will be in force from July1, 2023:
- 4.50 each new road vehicle tire with a rim diameter equal to or less than 62.23 cm (24.5 inches) and an overall tire diameter equal to or less than 83.82 cm (33 inches);
- 6.00 each new road vehicle tire with a rim diameter equal to or less than 62.23 cm (24.5 inches) and an overall tire diameter greater than 83.82 cm (33 inches), but not exceeding 123.19 cm (48.5 inches).
The increase in the specific duty will apply to all new tires acquired through a retail sale or long-term lease in Quebec after June 30, 2023. It will also apply to all new tires on road vehicles acquired in Quebec through a retail sale or long-term lease after June 30, 2023.
