Thérèse-De Blainville RCM
In an economic context shaken by the COVID-19 crisis, the Thérèse-De Blainville MRC is launching measures to support small and medium-sized businesses, social economy enterprises, non-profit organizations, self-employed workers and very small businesses in its territory.

MRC DES PAYS-D’EN-HAUT
In these times of crisis, measures are being put in place to support entrepreneurs, in concert with the governments of Quebec and Canada and the region’s socio-economic partners.
The Emergency Assistance for Small and Medium-Sized Businesses program is designed to support, for a limited period, eligible businesses experiencing financial difficulties due to Covid-19 and in need of liquidity.
Assistance will take the form of a loan or loan guarantee of up to $50,000 at 3% interest.

MRC Les Moulins

MRC DEUX-MONTAGNES
Here are the terms and conditions of the SME emergency assistance program:
Eligible customers
- All companies legally constituted and registered with the Registraire des entreprises. Restrictions apply.
- social economy enterprises, including cooperatives and non-profit organizations with commercial activities.
- Companies operating in Quebec for at least one year;
- Businesses that are temporarily closed, likely to close or showing early signs of closure;
- Companies seeking to maintain, consolidate or relaunch their activities;
- Companies that demonstrate a causal link between their financial or operational problems and the COVID-19 pandemic.
Applicants under the protection of the Companies’ Creditors Arrangement Act (CCAA, 1985, chapter 36) or the Bankruptcy and Insolvency Act (BIA, 1985, chapter B-3) are excluded.
Eligible financing
Financing is based on the company’s need for liquidity, and is determined on the basis of justified and reasonable expenses.
It should help to overcome the lack of liquidity caused by :
- an impossibility or substantial reduction in the ability to deliver products (goods or services) or goods;
- a problem with the supply of raw materials or products (goods or services).
Type of assistance
- Assistance will take the form of a loan or loan guarantee of up to $50,000.
- The interest rate will be 3%.
- A 3-month moratorium on principal and interest will apply to all loan contracts. An additional moratorium of up to 12 months on principal may be granted.
- An amortization period of 36 months, excluding the repayment moratorium, must be provided for. In exceptional cases, amortization may extend to 60 months, excluding the repayment moratorium.

Argenteuil RCM
The MRC d’Argenteuil’s economic development department has a website designed for businesses. You are invited to consult the website Industrial Lachute where you’ll find a wealth of information, the COVID TAB tab contains information on COVID-related financial assistance for businesses, and at the very bottom, if required, a form can be filled in to obtain additional information. Once this form has been filled in, a commissioner will contact the entrepreneur making the request.
MRC D’ANTOINE LABELLE
The Aide d’urgence aux PME program is designed to provide access to capital for companies affected by the COVID-19 pandemic.
Eligibility
The following organizations are eligible for the program:
- Companies in all sectors
- Cooperatives
- Non-profit organizations
- Social economy enterprises carrying out commercial activities.
Companies in the following situations:
- Be in business in Quebec for at least one year;
- Temporarily closed, likely to close or showing early signs of closure
- Be in a context of : Maintaining, consolidating or relaunching its activities
- Demonstrate a causal link between its financial or operational problems and the COVID-19 pandemic.
Applicants under the protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act are excluded.
Financing
The financing must relate to the company’s need for liquidity and be determined on the basis of justified and reasonable expenses.
It is designed to overcome the cash shortage caused by :
- The impossibility or substantial reduction in the ability to deliver products (goods or services) or goods
or
- A problem with the supply of raw materials or products (goods or services).
Conditions
Loans from $10,000 to $50,000
36-month amortization starting after the moratorium
3-month capital and interest moratorium,
Capital moratorium can be extended for up to 12 months
Interest rate: 3%.
